Section 384 of GSA required state governments to compile “a full and complete list of all public offices within each State,” including their titles, salaries, locations, etc. This task proved to be too difficult for individual states to undertake on their own, so Congress passed a bill authorizing the General Services Administration (GSA) to assist with the project.

Under GSA auspices, state governments began compiling databases on public office holders and their locations in 1907. However, it was not until 1911 that the first edition of the Government Gazetteer was published. The volume consisted of brief entries about government organizations with limited information about their functions or locations.
